Narrabri Shire Economic Development Strategy
The vision for the Narrabri Shire Economic Development Strategy was developed through consultation with Narrabri Shire Council, Council staff, key stakeholders as well as with consideration of existing strategies and plans. The Narrabri Shire Economic Development Strategy provides specific and strategic direction for economic development activities to achieve the vision for the local economy.
Narrabri Shire Economic Social Plan
The Local Government (General) Regulation 2002 requires all Councils in NSW to develop an Economic Social Plan and report on identified access and equity activities in their Annual Reports. Guidelines are provided by the Department of Local Government to assist councils to meet the requirements of the Economic Social Plan. The Department requires that Social Plans are submitted to them every 5 years. The Economic Social Plan has now been superseded by Integrated Planning and Reporting.
Business Retention and Expansion Program
A healthy and diverse business community has been the economic backbone of the Narrabri Shire Local Government Area. Retaining businesses and helping them to expand remain important goals. The realisation of these goals can be the simplest and most efficient way to increase local employment and production. It has been proven that the expansion of existing business has a ripple effect on the areas economy.
Business Retention and Expansion Programs are utilised globally and are a recognised instrument for local communities to collect and collate information on their local community.
Business Retention and Expansion Programs have been effectively used by many other communities throughout NSW to identify the needs of their local businesses, to draw attention to local business concerns and recognise barriers to business growth and expansion that can be eliminated.
Council received funding from the Department of State & Regional Development to complete a Business Retention and Expansion Program in Narrabri Shire.
This program is community-based designed to encourage the growth of local business. The program is a tools for local businesses and representative groups to work through and for Council to be more aware of issues facing local business.
The surveys portrayed a commendable optimism which is conducive to a positive business environment.
Suggested strategies were developed for the following areas;
• Business profiling
• External factors affecting business
• International trade
• Local Environment
• Business plans & decisions
• Business Support Services

Community Economic Development Strategic Plans
In many communities in Australia and indeed around the world, business owners, community groups, and community members are driving the growth of their area through this simple process of Community Economic Development Strategic Planning. Working together, utilising their combined skills, understanding their weaknesses and communicating their achievements.
Working together to maintain the health and vitality of the local economy and to create opportunities for sustainable growth and development in communities is the underlying aim of the Community Economic Development Strategic Plans.
The Department of State & Regional Development granted Narrabri Shire Council funding to complete Community Economic Development Strategic Plans for the communities within Narrabri Shire.
This program offers the opportunity to undertake a community planning process and to then implement the highlighted projects that have business and community support and will result in new economic activity.
Taking a strategic and proactive approach to Economic Development is the key to sustainable growth and community economic development in Narrabri Shire. Utilise the combined influence of the Narrabri Shire Communities commitment, resources and skills to build on community strengths and address problems will result in sustainable growth.
Local business owners, community groups and Council participated in Strategic Planning workshops in early 2007. At the workshops run by an independent consultant, the participants developed their Vision on how they would like to see their community in 5 years time, they participated in discussions on the areas strengths, weaknesses, opportunities and threats and from these they developed strategies and actions.
The various communities have ownership of their plans and it is their responsibility to administer their plans in their own communities a DSRD representative has visited each of the individual communities to advise them of how they can take their ideas and make them into outcomes. Assistance with this process and funding is available through The Department of State & Regional Development.
